Senior British Foreign Policy Expert to Speak at UD

On Monday, September 20, the University will host Andrew Hale-Byrne, retired civil servant with the British foreign service and military intelligence. Hale-Byrne will speak on world politics, international relations, the field of intelligence, and American and British Foreign Policy. The lecture will be held at 9:00 a.m. in Charles and Romona Myers Center Auditorium (Room 146).

"The University of Dubuque is honored to host Andrew Hale-Byrne," commented Mark Ward, vice president for academic affairs. "He brings a wealth of experience and a global perspective to international relations. His visit to campus helps us live out our commitment to education for an increasing global world."

Hale-Byrne brings immense experience ranging from intelligence, diplomacy, analysis, to media and policy-making at the most senior level. He has served as legislative assistant to Congressman Tom Lantos, the chairman of the U.S. Congressional Foreign Affairs Committee; and as an aide to the Deputy Speaker of the British House of Lords and Foreign Office Special Rapporteur, the Rt. Hon. The Baronness Caroline Cox of Queensbury.

He served in the US State Department, the British Ministry of Defense (London, the Balkans, and Switzerland), and most recently as a senior intelligence analyst at the British Defense Intelligence Staff (DIS) in London.

A dual American and British national, Hale-Byrne earned Collège d'Enseignement Général et Professionnel from John Abbott College (Quebec, Canada), a master of arts in politics and modern history from the University of Edinburgh (Edinburgh, United Kingdom), a post-graduate certificate in international human rights law from the University of Oxford (Oxford, United Kingdom), and a master of arts in security policy studies from George Washington University (Washington, D.C.).
